The 'Cartridges 4 Planet Ark' program has had to make this change for a number of reasons - both environmental and financial.

As the program has grown to include around 30,000 collection points the costs associated with collecting the full bags has grown significantly.  Each courier pick up costs the program somewhere between $20 and $30 whereas sending the bags back through Australia Post costs about a third of this. Reducing the cost of collections is necessary to ensure the ongoing viability of the program and to enable the program to continue to provide a free recycling service.

Overall the ‘Cartridge 4 Planet Ark' program has a high net environmental benefit. Many cartridges are returned to their original manufacturers for their own reprocessing programs. The remainder are dismantled and the component parts - plastics, metals, inks, toners - sent for reuse or recycling. These processes recover materials for use, divert material from landfill and reduce carbon emissions (relative to making products from new). One of the largest environmental impacts of the program comes from transport related carbon dioxide emissions from sending courier vans to individual workplaces around the country. By using the pre-existing Australia Post network these emissions are greatly reduced.
